I've fixed the bug in version 4.3.8. You can download it, now.

By the way I've toyed with the code to improve the NPC generator.
Magistrate, I'll drop you a line to share with you what I've done (templating the initial base, secondary and flavored skills, enforcing max skill ranks per level purchasing, adding some additional user options toward having control on skill choices - i.e. removing randomness for selected skills).
