Do Body Dev and PP Dev max out?

Is the 5th number in the standard progression for ranks 41-50, or for 41+?

41+.

But I have often thought about extending the skill progression beyond 41+ to 50 and then having it be 51+. To me 50 seems like a good RM number vs. 40 or 41. But that could just be me also.

In RM2, body development capped out at a certain number based on race. In RMSS, they have no cap so you can have characters with more hit points than an elephant.

I have not worked out the max but I think the max is less than the hits in RM2 and the 41+ number of hits is very small (in most cases). So yes the hits can be bigger in RMSS/FRP but you have to have a lot of ranks to get there.

I thought that:
The first number corresponds to 0 ranks.
The second number corresponds to ranks 1-10.
The third number corresponds to ranks 11-20.
The fourth number corresponds to ranks 21-30.
The fifth (and final) number corresponds to ranks 31+.

Yes and no. The progression for a High Man, which in RM2 has a max of 150 hits, is 7*5*3*1, i.e. 7 hits for ranks 1-10, 5 hits for ranks 11-20 and so on. That way the character reaches the same amount like the RM2 max hits with the first 30 ranks. The difference is that he can continue afterwards, albeit at a rate of 1 hit point per rank. So in order to increase the hit points from 150 to 200 a Fighter would need 25 more levels, developing at 2 ranks per level and a Magician would require 50 levels for these additional hits. Therefore the risk that hit points get out of hand without the cap is pretty low.

For most skills, past Rank 30 you're probably better off looking elsewhere to increase a given capability.  Some skills you can't develop past Rank 30 (Awareness - Alertness, for example).

You can develop them but you get 0 points to the skill. IMHO that is a big difference. As a House Rule I often let players use Talent Points to change the development progression by 1 point per rank for skills like Alertness and by a bigger value for other progressions.

OK here is my one cent worth.

Once you hit 30 ranks in BodDev and PPDev, is it worth spending the DevPnts just for 1 or 2 hits or power points?

I'd rather spend them on Spell Mastery to reduce the PP I need to begin with.
For Body Development, +1 DB is generally better than +1 Hits, at least when it comes to the Combat Tables.  It's less true when hit with certain direct damage spells.

As a PC/player it may not be the best if you apply simple rationalization but there are NPC's who do not know about meta gaming and may just pump DP into things.
