Learn Language Spells

Similar to the "Study #" Thread, I have a question about the following RM Classic spell:

Quote
Learn Language II ? Doubles the rate at
which the caster can learn a language.
Every rank of language developed (i.e.,
DPs spent) results in two ranks being
learned. It is assumed that this spell is cast
and is in effect while the language is being
learned ? that is, whenever the development
points are allocated.

Now, Does this mean:

1)  The 'learn' spell is cast one time, on the day language studies commence?

2)  The 'learn' spell is cast once each day of language lessons?

There is a huge difference in the amount of power points expended between these two options.

 In the RMSS side I requir the spell to be active when trying to learn the language. If it is not then they do not get the bonus or only a part of the DP bonus.
 So yes the spell has to be cast and recast over a peroid of time to get the benifit.

The spell is required to be cast everyday that is spent learning the language. How long it takes to learn a single rank in a language is left to the GM to determine for his particular setting.

Character Law Classic Optional rule 10.1 comes to mind almost immediately.
