You can use the Wrestling skill at full ranks even with no ranks in Martial Arts Strikes and with no ranks in Martial Arts Sweeps?

Correct - Wrestling is a separate skill, having no direct association with MA Sweeps or MA Strikes.
Simply resolve it as a Small melee attack which resolves on Grappling table.

So this is more like a "normal" skill than a "style" skill.

Wrestling – This is an unarmed combat form with some similarity to Martial Arts Sweeps. It enables the character to engage an opponent in close grapples & locks with results resolved on the Grappling Critical Table. No skill ranks in Martial Arts Sweeps are needed.

I treat it as simply a different unarmed combat skill that delivers grappling criticals instead of MA Sweep criticals.
