Maneuver table RR column

Just out of sheer curiosity (with no intention to argue), what is the rationale behind the RR column.
More precisely, in the past I have used a direct skill vs skill roll in RMSS whichever rolls higher wins the contest.
But in the table, if one contestant rolls for example a 101, the opponent has to roll a 120 to beat it. Why is it so ?
Now there's a plan : we go there, we blast him, we come back...

Like I remember the reasoning behind after 6-7 years... heheh  :o

More seriously, we were not looking at spells and such to be treated as a skill vs. skill roll. The idea was to produce a static number that the target had to roll and beat. We were trying to take into account many different factors, including skill in the RR skills, and levels, and a lot more that I no longer remember. Especially since the RR skill all also get that extra racial boot to them -- I remember that was one of the larger factors.

That makes sense. I guess I was forgetting that you can roll RR on the RR column... ::)
