Speed rate of swimming/holding breath

Hi to All Folks!

What is the speed rate of a character in water while swimming?
If this character must go under water, how many times can He hold his breath?

School of Hard Knocks, the skill companion, lists a base movement rate multiplier of 0.5 for Swimming i.e. half the normal movement rate when reaching 100% on the swimming maneuver.

I can't say how many times they can hold their breath but a person can hold their breath one time for 'a number of rounds equal to his Constitution stat divided by 10'.

I do 6 rnds + co stat/10.  If inactive, this time can be doubled.
