Shrunken Staff and Spell Level

 Would you allow a Staff that had be shrunk to the size of a wand to have the same magical properties and limitations as a staff?

No - not normally.

Certain spell lists (such as the Magestaff list in EA#9) have spells that allow for resizing the staff, and that list in particular has multiple spells, which each one allowing for more spells from the same list to be used with the staff in shrunken form.

In other words, unless what is resizing the staff specifically allows for it, then don't do it.  ;D

I would, if it was magically shrunk. Not if it were whittled down. Normally, you'd have the result of a spell which would be temporary, allowing a staff to be concealed, which is good creative spell-casting. You could do enchantments to get permanently reduced size, which would simply be another special feature. It should be quite a bit of extra work and consequently expense. If a dagger can strike as a two-handed sword, I don't see anything unbalanced in a wand-sized staff. It's just a high-end item that needs to be handled as such.

One could also go the other way and allow a staff-sized "wand" or "rod" to be made more quickly (and thus cheaply) than a normal-sized wand or rod.
