Individual Spell Develompent for Non-Spell Users

Hello!
In our session we use the Individual Spell Develompent optional rule (Rolemaster Companion III, Section 4.5, pag. 30), but we can't understand how to apply the Individual Spell costs to Non Spell Users. The last column of the "Spell Develompent Cost Chart" contains multiplication factors, but their meaning is not explained..
Any idea?

You multiply the original cost by the multiplication factor to get the final cost of each spell. So, for example, a Bard's original cost for Spell List acquisition is 4/*. The chart in RoCoIII indicates that the cost for an A pick is 2. So, the final cost for each spell for a Bard would be 8 per spell.

…a bard is a semi-spell user, though, and this principle only applies to non-spell users.  ;)
