Oddly, it may have been in HARP SF when looking at the Genetic Adaptation talent, where it stated that a character cannot take a higher level of a talent if they don't already have the lower one from their species ability. I believe this is also where I found that you don't get +30 DB for taking the +10 Tough Hide and then taking the +20 one.
