Depends on how well HARP Fantasy sells in pdf in the first few months of its release.
To which my egregious lack of common sense prompts the question, "will HARP be published in FLGSs if the pdf sells very well (the reasoning being that others will buy it in book form) or if it doesn't (the reasoning being that its potential market who't have been exhausted yet)"?
Writing this, I feel the second option sounds silly. But still.
