Questions: Concussion Hits. Base Spell Casting

Hi guys, I'm a bit confused about two little things:

Rolemaster Classic - Character Law
Section 5.4: Stats Bonuses - Bonus to Total Concussion Hits (p.58)
"...His Constitution bonus is +10. To calculate his actual Concussion hits, he takes his BHT (14) and adds 10%..."

Question: What if my Constitution bonus is negative? For example -10, May I sustract 10% from BHT?

Table 'Base Attack Roll Modifications' (p.269)
"Level of Spell Caster, +1 per level, Pure and hybrid spell users only."

Question: Is this bonus different from the 'level spell bonus' due to profession? (CL 9.3, p.127), May I apply both bonuses in a roll?

If someone can reply me, I'll be very grateful.

Yes, the bonus hits could be a negative, and thus actually reduce the total hits so that it is less than the BHT.

No, that is actually the Professional level bonus being described there. You only apply it once.
