The gnolls has a racial spell: glyphstones. Does all the gnolls have access to this spell list?
What is the cost to develop ranks in this spell list? the same as the base spell list? open? closed? tp?
and what about the no-spell users. Can a gnoll thief or a gnoll rogue develop ranks in that list? at which cost?

Given the description of Gnolls, I would treat the list as an Open List of the same realm as the Gnoll.
