Changeling list: missing skill classification?

The Changeling Mastery spell list from Construct Companion allows for permanent change of the make up of a creature's body. It is suggested that natural weapons or wings could be added to a creature. Normally you find a note of how to get ranks in the appropriate skills accompanying similar lists like the Insect Mastery or Warlock list. There seems to be a consistent rule, that OBs should be developed as every man in the Special Attacks category. This rule is not mentioned on the Changeling Mastery list. How do I then get reasonable skill ranks? Do I have to live with restricted skill classifications or is the info only accidentally missing?

Permit everyman development in the Special Attack category.
