Help with racial flaw TP cost

I am thinking about making a flaw for a race that adds 1 DP to the cost of every skill's DP cost (1/2/3 becomes, 2/3/4 or 20 becomes 21, etc) and I was wondering on what the price the racial flaw at? Any ideas?
Note: I would also limit how these extra points be spent by creating a list of where they could be used so it is not as much a way to simply buy higher cost Talents.



Things I thought of:
1) Gets more expensive in flaw terms, the more ranks the PC buys. (It has been some time since I played RMSS but I think players buy about 20 skills per level)
2) Could adjust the flaw to apply to only 2nd and 3rd ranks of a skill purchases.
3) Change the way the flaw works to simply reduce the DP per level.

I should also say that I use a custom DP generating formula and it generally gives 58-87 DP per level with the lower DP amounts at lower levels and of course high DP amounts at high levels.
