can i use lightning draw in the spell phase and then quick shot in fire fase a or b ??

OK- so, which combat round are you using to clarify?

That is the RM2 phased combat round. RMC used percentage action not phases.

i use arms law combat sequence, i just want to know since lightning draw allow to shot in the spell phase and u coulda shot 4 arrow before a magician cast a spell can the player after used lightning draw in spell phase use quick shot in fire phase A or B (another trick shot in the same round ) basically my player use always to shot 2 arrow in the spell phase with lightning draw, but in the skill isnt stated nothing about to use two trick shot in the same round. how does u guys handle this ? sorry for my bad english

Your Lighting draw ability is a movement action, so it would happen in the 1st movement phase.  But, you could house rule otherwise - newer versions of RM use a rapid load and fire penalty.  You could re-interpret the skill/ability to reduce this.
