The Psionic Multiclassing Exception

OK, I get why multiclassing into Fusion Anything wouldn't let you take a new Latent Psionic Field, and I'm having trouble understanding why someone who already had a Latent Psionic Field couldn't take Active Psionic Field upon multiclassing into Adept. Is the idea to assume that people did not buy Latent Psionic Field at first level, or is something else going on?

Active Fields have variable DP cost so it is a partly on balance, partly to encourage characters to stay with a profession.
