Personally I would say that undead having their intelligence listed in C&M as "NO", like zombies, are immune to all kinds of mental attack spells. Intelligence undead, like vampires, would in my game need to roll an RR or be affected.

Its all about the Intelligence value.  They are immune if they have 'NO' as intelligence level.
