crazy merge organic Q

  RMSS Spell Law 95 pg 13 Lofty Movements Rank 7 Merging Organic. Would you allow a caster to merge with another PC?

The PC would need to be significantly bigger than the person going inside them, IMO. Like I could see a halfling climbing inside a human, but not a human climbing inside a halfling.

 Would there size change? Would you adjust there stats down? Hits up? Move down as per weight carried?

It's magic, you don't leave a hole behind when you leave, so unspecified I'd say that it means you're sort of there, sort of not. . .there's no rules there for what happens when the ogre with a halfling inside gets shot with a lightning bolt either.
