Parry during round drawing a weapon?

In HARP, can I use a weapon to parry during the round I draw it?
If yes, what is the penalty to my OB?

The character would have to declare in advance that they are drawing their weapon and will parry attacks from X.
Then, since it is a 1 round action to draw the weapon they complete drawing it on their turn to act.
If X goes first in the round then there is no parry allowed.
If character goes first and has completed the drawing of the weapon, then I would permit a parry of up to 50% against X.
