The RMU rules have stat gain rules when the difference between potential and temporary stat does not matter to the stat gain roll. Only the current temporary value affects how quickly you progress toward your potential. 

RMSS/RMFRP have a different mechanism where you get the lower, higher or sum of the dice depending on the difference between potential and temporary stat. We can do the same for RMU with just some minor adjustments.

The dice used for the stat gain roll depend on the temporary stat.
1-6 use d4 dice
7-17 use d6 dice
18-83 use d10 dice
84-94 use d6 dice
95-99 use d4 dice

• If the difference between the potential stat and temporary stat is dice size or below, the temporary stat is increased by up to the value of the lower of the two dice; otherwise,
• If the difference between the potential stat and temporary stat is between dice size +1 and 2 * dice size, the temporary stat is increased by up to the value of the higher of the two
dice; otherwise,
• If the difference between the potential stat and temporary stat is greater than 2 * dice size, the temporary stat is increased by up to the sum of the two dice.
