Need a quick clarification on Weight Penalty!

This came up during our last character creation session. Me being used to the old RMSS rules and one of the players are a new RM GM used to only RMFRP rules.

In RMSS you added your Weight Penalty to your BMR, this is a bit unclear in RMFRP it seems in RMFRP you only add it to your MMP but I could find several references where is said it also affects your BMR but no actual hard ruling on it.

So do you still add Weight Penalty to your BMR in RMFRP?

RMFRP, page 35 says the following:


Weight Penalty
If your character is not very strong and attempts to carry too much equipment, your Gamemaster may require you to calculate your character's "Weight Penalty" (see Section 18.16, p 56). If your character has a weight penalty, it will modify his base movement rate and his MMP.

emphasis mine...

So, the answer to your question is  Yes, weight penalty is added to BMR.
