EA7 and RMFRP

Hi all,
I know in RMFRP race & culture are almost the same thing. What is, if any, the best way to use cultures as presented in EA7 with RMFRP?
Or should it only be used as a guideline when creating "races/cultures" for RMFRP?

Thanks for any advice, input, etc...
A military solution isn't the only answer, just one of the better ones.

Actually, I saw this idea first in the RMFRP book Races & Cultures:

In the book, races and cultures there are divided so you can pick any combination - in accordance with the background, setting, GM, etc...

Oh my!
That looks interesting!

However, could one just use EA7 with RMFRP races as templates to achieve the same results?

How instructive and informative is the section in the book on cultures? Does it differ significantly from the cultures as presented in EA7? How difficult is it really to design cultures?
