RLF v's "normal" reloading

I'm not overly familiar with RM, and I'm probably missing something obvious in the rules/forums but:

How long does it take to reload weapons if you are not using the Rapid Load and Fire?

Is it the % given under RLF, and then spend the 50% action on top of that to fire the weapon?

In RMX, you can find the % amounts on the Activity Percentages table on page 42.

In RMC Arms Law, you can find them in the table on page 26.

For quicker reference....

Short Bow -- 50%
Composite Bow -- 60%
Long Bow -- 80%
Light Crossbow -- 170%
Heavy Crossbow -- 230%

Then you add 50% just for aiming & firing.
