Creatures and Treasures question

I have a question regarding Racial Level Offsets (RLO) and their effect on racial abilities.

For example, let's assume I have a PC who is a first level Fire Giant No Profession.  If my campaign uses background options, this would give him an RLO of +7.  This race also has the special ability "Knows Fire Law to own level".  This brings up two questions:

1)  Would a first level Fire Giant No Profession know the list to first level or eighth level?

2)  Would this character cast the spell as a first level caster or as an eighth level caster?

The character is first level, so the answer is first level to both questions.

The RLO basically sets the amount of XP needed for the next level to be the number given for the character's level plus the RLO. It has no effect on any other level based criteria.

So a first level Fire Giant (who has 110,000 xp) needs 130,000 xp to get to second level.

As for casting level and other level-based criteria, his actual level is what is used.

Really?  I would have thought it was like ECL's in third edition.  Your character starts out at 10,000 XP and needs 130,000 for second level.

Really?  I would have thought it was like ECL's in third edition.  Your character starts out at 10,000 XP and needs 130,000 for second level.

Look at the example under Stronger Races on page 118 (upper-to mid left column) of Creatures & Treasures. It says the same thing I said regarding XP.

Never expect to see a race so lame it's RLO is a high negative. . . .but if so, the EXP situation would get a little silly. . .(Then again, said race would be bullied by kobolds, rabbits and squirrils.)

 A race that might fit would be thoes things on the first level of hell in the Inferno module, I think they were called Lumeries. But it is late and I could be very wrong.

I once used them against a small lvl 1 party... My players remember that game as "the campaign where we were so weak that even squirrels could beat us up"  ;D
