Licensing for Established Worlds

It seems that most of the great books and televisions shows, if they are made into RPG's, seem to be migrating towards a system that I cannot stand. So in the end I wind up buying the books just simply for the setting information and disregarding the awful game mechanics that come with it.

Out of curiosity, why doesn't ICE adapt any of these for use with RMSS? Is it due to the bitter experience behind the game that cannot be named? Or are fees so prohibitive that the companies just cannot survive such a deal (see Guardians of Order).
