Actually, it does...
On page sixteen, Option 2 gives you the cost for purchasing stats. This is the same table described in the section on Increasing Stats on page 17.
And Option 3 also says to use the table in Option 2.
a stat of 85 costs 85 points.
a stat of 90 costs 90 points
a stat of 91 costs 92 points
a stat of 94 costs 98 points
a stat of 97 costs 106 points
etc...
When raising stats, you pay for the increase, using the same cost table...
Thus rasing a stat from 93 (which cost 96 points to acquire) to 94, you are spending 2 points (for a total of 98 points spent in the stat)
When generating stats, you MUST select one of the 3 options given...
