RMSS - Talent Law - New Race - Arcane progression

Hi all. I'm studying rules and I've some doubt.
Talent Law shows how to build a new race, but has no point cost for Arcane progression.
At page 87 I found a table with total talent points for a range of totals obtained, but I think Arcane costs are not part of the sum. So I do not know how to procede.
These are the arcane progressions I found:
0-2-1-1-1 -> 5
0-3-2-1-1 -> 7
0-4-3-2-1 -> 10
0-5-3-1-1 -> 10 only for Gnolls
0-5-3-2-2 -> 12
0-6-4-3-2 -> 15
0-6-5-4-3 -> 18
0-7-5-4-3 -> 19 only for Gnomes


Futhermore I found new progressions for Kobolds and Gnolls I dunno how to manage.
Kobolds have 2 different progression for Essence: 0-3-2-2-1 is written on the side of the page of the race, but Annual 1996 shows 0-3-2-1-1 at page 4.
Gnolls have a 0-4-3-1-1 as Essence Progression, but this one has no talent point cost in Talent Law book.

So, here are the questions:
1 - how sould manage cost for Arcane Progressions?
2 - which is the right Essence Progression for Kobolds?
3 - how should I manage cost for 0-3-2-2-1 in Essence progression if it is the right one for Kobolds?
4 - how should I manage cost for 0-4-3-1-1 in Essence progression for Gnolls?
5 - how should I manage the final table (page 87 - Talent Law) considering Arcane Progression?

If you look at the table on page 19 of the Arcane Companion, the Arcane PP development is always the same as the worst realm PP development (for the listed races). Unless the race is supposed to have an unusual talent for Arcane magic, I would stick with that rule and not apply any cost. If you want the race to have a superior progression for Arcane PP (this might apply for gnolls and gnomes, I didn't check), I suppose pay the point cost you would pay to improve a normal realm's progression from whatever that worst progression is.

Races & Cultures gives the Essence PP progression for kobolds as 0-3-2-1-1. That's more consistent with the others, 0-3-2-2-1 is probably a typo.

Underground Races gives the Essence PP progression for gnolls as 0-7-6-5-4.
