In RMSS it's clearly stated that dwarves have +30 DB and RR against heat and cold attacks (whereas in MERP it's loosely written that they get a +30 bonus against heat and cold attacks).

I've always applied the DB bonus when targeted by a direct spell (say a bolt spell).
And, conversely, I've always assumed that the RR is applied when... rolling a RR, i.e. when hit by a Base Attack Spell.

Yet, looking at the attack table (SL 5.1 in RMSS), I cannot ignore that "race" is a category of its own, under modifiers, and it's keyed to the defender (D). And Dwarves are explicitly cited, along with Dragons, etc..
So I wonder whether, say, Dwarves should be entitled to both subtract 30 from the attack roll and add 30 to their RR's.

What do you think?
Is there any difference under RMFRP rules?

I recently bought RMFRP and under dwarves it says.
Resistance: Resistance against flame and ice: +30 DB and RR bonuses versus heat and cold attacks.

So the RMFRP wording is nearly identical to the RMSS wording.

RMSS suggests there might be a modifier for dwarves, demons, dragons, etc, but doesn't anywhere suggest what that modifier would be. Even in the rules for those not using RM, it suggests a modifier could be applied but gives no examples. I would disregard this, as a possible rule not actually implemented, probably a holdover from a previous edition or companion or house rule, and just use the modifier to the RR instead. It doesn't make sense to apply the RR bonus twice to the same attack.

RMFRP completely removes the entry for race from the BAR table. Since RMFRP generally just cleaned up the rules without actually changing them, I think this supports the idea that the race modifier to the BAR in RMSS was never actually used.

Applying the modifier to both BAR and RR would be sloppy design at best.

I'd say it's a holdover from "RM as modular optional rules for other systems", where it was easier to place this note in the BAR table than in the rules text for RRs.
