Damage and Damage caps

Greetings!

Apologies for the really basic question, but I feel I'm missing something.

I'm reading through HARP, and I came across a table of "Damage Caps." If I'm understanding correctly (and I may not be), you compare your total roll (after subtracting defense) to the proper critical table, and that's how you get your damage.

E.G.: A total attack roll after subtracting target's DB is 75. I'm attacking with a longsword, so I look at the slashing critical table, and it reads: "Blow to his elbow. Foe takes 20 Hits, is stunned for 1 round, bleeds 1 per round, and is at -15.

I see "my sword attack just did 20 damage."

However, there are also Damage caps for weapons. A medium weapon's damage cap is 100. The slashing critical table, topped out at 120, other than "instant death," states that the foe takes 42 hits.

My question is, if the tables top out at 35-65 points of damage, why even bother with a damage cap if damage can't come anywhere near those numbers? Am I missing something? Are the crit tables ADDITIONAL damage?
