Dazzlers and armor

Do dazzlers get their OB reduced by the enemies armor DB? 
I would think there would be no DB mod unless the armor has dazzle neutralizer and then it has no effect.

By my reading of the rules, I believe dazzlers are treated as any other weapon and the targets full DB is subtracted from the attack roll.  As a GM I would probably only apply the stat DB for characters who were not wearing head/eye gear.  I assume the "full suit" option of armor includes some kind of head gear and/or eye protection, but characters using partial armor sets may not include this.

So Dazzle neutralizers would be more important for lighter suits of armor than heavier ones (which probably include enhanced eye protection), but even combat armor could benefit from them in that they completely stop dazzler attacks, protecting from even sniping shots and open ended rolls.
