Looks like. I see from https://ironcrown.co.uk/ICEforums/index.php?topic=11282.0 that at least one of its authors could not be contacted by ICE so they may not have the rights to publish it currently.

I also see a half-dozen copies available on Ebay.

I got one at my local used book store a couple of months back for a steal! Boy do they up the power level in that book. Love it.

I still have my copy.  It's in storage right now.
