Say there was a combat between a hasted and non hasted character. The hasted character would get 2 attacks, one at 50% and one at 100%. Now a normal melee takes 50%-100%. So does that mean that the non hasted character could attack at 50% with -50% to their OB (assuming he recognized the other person was hasted) and "meet" them on the first attack, or is melee always assumed to happen at 100%, and the other 50% is for movement before the attack? Thanks.
