RMU Resistance Roles

Playing the new RMU system. My group had a question about RRs especially when it comes to resisting spells and levels of the caster and target. Why doesn’t the target’s level have an affect on the RR?  A level 1 caster could land a spell on a level 20 target with relative ease. RMSS and earlier systems levels played a much greater role in RRs than RMU

The target's level does have an effect on RRs because the characters get +2 per level to their RRs (see RMU Core Law, p. 74). The mechanics is just a bit different from previous editions.

The intent is that, when you make the character, you should add up all the normal modifiers for your character for each realm. Stat bonus, level bonus, racial modifiers, bonus for your own realm, etc. Then during play you just add that total to your RR roll and subtract the attacker's level mod (2xlevel). So the target's level is added in advance (since it will be constant until you go up a level), and the attacker's level is subtracted at the time of the attack (since you will be attacked by many different people/things).
