Interesting question: I haven’t really thought about that in much details but I would not tie it to level gains but as a research quest while the metamorphosis happens gradually as your progress. It would involve Arcane (Essence/Psionicist hybrid) magic, magical research, special ingredients etc.

Dragon would involve a gradual increase in natural AT (3,5,11,12, maybe 15,16), increase in STR bonus, max hits and CON bonus unless you use the size stat.
Avangion would probably be magical DB increase for one.

The above is the first that comes to mind.
