Question regarding vehicle hulls.

In part three of the vehicle construction rules in the vehicle manual it mentions a superior alloy bonus. This can either increase the DB of the vehicle or the minimum tonnage for materials.

My question is what does it mean by minimum tonnage for materials. Does it mean that  the vehicle is considered to have greater mass in regards to how much mass it can carry. i.e. a 3000 MT vehicle could hold up to 4500 MT of mass with a 50% bonus.
Or does mean the superior alloy will increase the weight of the vehicle before it needs reinforcement. i.e a 1000 MT XX hull needs 1% reinforcement and with a 50% alloy bonus it would not need reinforcement until 1500 MT.

Anything conceivable is achievable.
