On the city it Susthoth in the Ethereal plane?

The only information that I have seen on it comes in Twilight Over Emer. I don't have a copy of it, but I have come across it here and there online.

I think Susthoth is non-canon, as I can't find it listed anywhere in my index. A link to the pdf it was in was posted in the forums a bit ago:
