Summarization:

Actually you have access to ALL spell lists, but at very prohibitive costs. Also the GM has a final say in this.

Pure-Spell users can have additional 4 base lists (choose from open & closed).

RMSS apparently allowed 4 extra baselists. I know RM2 allowed 4 for pures and 2 for Hybrids (I use that as a house rule in RMFRP), but the RMFRP book doesn't have the 4 extra lists, hence why I reinstated them. It specifically states:
"The Magician has six base lists. The full descriptions of
all the spells on these lists can be found in Appendix A-9.11
(p. 182-184). For a slightly higher development point cost,
he may also develop open and closed Essence spell lists. Full
descriptions of these lists can be found in Appendices A-9.9
& A-9.10 (p. 172-181)."
So it was a deviation from RMSS that not many people noticed
Perhaps I wouldn't have noticed if I had been with RMSS when it came out, but I was confined to D&D players and picked up RMFRP because it seemed the newest, best edition of RM.

As long as you didn't lern more then 5 spells per level, you didn't have a problem with multiply DPs.
Actually you may develop, for a 1x cost, spells from 5 spell lists. As indicated by the Spell list DP table, it depends on the profession and which spell list you are learning from, how many you can develop. So a pure spell user may develop 3 spells, for 3 DP each from 5 spell lists: or 15 spells total. A semi spell user has 6/6/6 cost, so he can do the same as the pure spell user, but at double cost. Since a semi also needs some other skills; he is best of (in my view) developing his baselists, keeping pace with his level, following my development scheme. So he develops 5 base lists per lvl; 1 spell each, except for 1 spell list, which he takes 2 spells that level. He would rotate the spell list that he develops 2 in, so he can effectively develop 6 spells per level.

At Level 3 you can have for example:
4 Ranks in Spell List Base A
2 Ranks in Spell List Base B
1 Rank in Spell List Open A
2 Ranks in Spell List Closed A
It is a valid option, albeit ineffective.
