short question about OB and MM

Hello,
a short question from a new players group, does the MM malus from armor impact the OB ?
The MM malus is applied to each manoeuver wich involve Agiliy, OB use Strength an Agility so if i have -30 MM because of my PC armor , do i have the same penalty to OB ?

Yup, the penalty for armor applies to all active physical rolls.

Or at least is used to, no idea how the new version of HARP handles this.
