This was also the way I read it - since the spell skill already includes the stat bonus, you do not apply it twice.

having looked into the original RoCo4 Material,
if the RMSS table fits you play-style go for it !
the only minor concern i have, is the differing ways RM2/RMC and RMSS calculate stat mods.

My mistake in calling it the SCSM, it would be the Base Spell Attack roll(as mentioned in RM2, above, this is the B.A.R.).
