What exactly is Spacemaster?

I really don't know anything about this game.

Is it essentially Rolemaster for Space and Sci-Fi settings?

I'm just curious.

Sure.  That works as a definition.  There's a lot of things you need to do to make that work, of course, hence it's own line.

 Also thier are good rules for Psi use in a fantasy campaign besides all the space, future tech stuff.
