Actions for a Catsre?

Casters receive a -50 to all actions while concentrating.

What kind of "action" does a caster may have? Either than casting.

Can't cast again while holding a spell, but that gives you a -50 while maintaining a spell to say move a bit, or check perception, or any other maneuver.
