You can also use RM "deliberate action" to help shoot into combat but that would depend on your initiative system and how you want to work that.

No pre-written adventure survives contact with the GM.

I play RMII but am not adverse to borrowinig rules from RMSS or RMFRP.  :)  I do not break the round into segments but, you can rush a shot with a minus to OB or take a more deliberate action for a plus to OB.  Either must be announced when you are declaring your action.  I think it especially makes sense to me when dealing with missile weapons.  Think of Legolas when he's shooting arrow after arrow into the advancing orcs (he's not taking time to aim) versus the time it takes him to shoot at a specific target at other points in the story.
