A little question on Armor and Encumbrance

Being a GM from Rolemaster, I was wondering if the weight of armor was counted in the total weight for encumbrance (unlike Rolemaster) or is it like RM?

Armor is not counted towards Encumbrance if the character is wearing it (there are sufficient penalties for maneuvering in armor without double jeopardy). If a character is merely carrying it, then it counts.
