Topic: Neural Pathway Reconstruction?

1) Would you as a GM allow Neural Pathway Reconstruction to raise a persons mental stats above their normal max? Or what about having the surgery just to "be all that you can be" or "to be better than you can be", so to speak? IE just raising your mental stats?
2) I was thinking that I might allow a player to have this surgery around 5th level or so and raise their mental stats because it would smooth out the flow of data in the brain or make it more efficient. Thoughts?

I’d certainly consider allowing something like this, regarding all the other kinds of modifications that are possible (even producing genetically modified races). However, I think I’d go for a stat bonus rather than a stat increase. Not sure exactly why, but most changes to stat are modifiers after all. I think I’d let a stat change take longer (need to develop?) that a stat modifier change.

I think my instinct would be to allow something that does what you want, but as a different, experimental procedure.  That way if you decide it's too powerful, you can have horrific side effects begin to develop.
