Topic: Casting spells without rank in PP Dev?

Hi!

A basic question:
I have a character at 1st level and he learns one Universal spell (with enough ranks to cast the unscaled version). His PP Dev total, at 0 skill rank, is positive (because of a high race bonus). Can he cast the spell even if he doesn't have any rank in PP Dev?

Yes, because his total PP is still positive.
# of PP ranks is irrelevant. It's the total score that is important.

Ho! That will make a (little) difference in some skills, being able to redistribute the DP somewhere else. I could say that he has a latent magical ability.  He's an Elf monk.

Of course, if you spend the minimal 4DP to grab 1 rank.... your character sudenly increases their total # of PP by 30.  It is the single most cost effective use of 4DP you'll ever spend.
