Ebay will be your only legal chance. Except if you are lucky, maybe google has some game shop's online presence with old books, both ways will be expensive though.

Other than that... well, some scanned PDF's of some books long out of print do exist on the less lit parts of the internet, I am told.

There is, so I'm told, a very extensive list of RPG PDF's somewhere on the internet that may or may not exist anymore.  But I'm looking for a physical copy.
Noble Knight is actually really good for finding old stuff, but not this one.  I think it's the only 2nd Ed MERP book I don't have in physical form.
