Topic: Earthwarden Information

So, after many years, I'm diving back into the world, and have been rereading the books. I've got most, but not all, and was recently even able to find copies of the 4th Edition Atlas and Powers of Light & Dark in a used/old bin at a local store. I've reread through most of what I've got, but some questions have popped up. First of which is about the Earthwardens.

In the 3rd & 4th edition Atlas, it says that they'd be covered in more detail in the Powers of Light and Dark book. Unless I'm completely missing them, did these plans change? If so, where are the best places to find information about the Earth Wardens?
