Casting spell and open-ended rolls

Just to make sure:

1. When casting an utility spell, I make a normal percentile roll.

2. When casting an attack spell, I use an open-ended roll.

3. Elemental spells are like physical attacks, they are open-ended.

The first item is not mentioned directly (normal percentile), but even though it is said at the beginning of the Adventuring chapter that all rolls are %, I think it would be good to write it explicitly in the spell casting section.

Same thing about elemental spells, you need to look at the Combat chapter to know that attack rolls are open-ended.
What is the difference between a geek and a scientific researcher? The researcher gets paid.

correct me if I'm wrong but I was under the impression that ALL d100 rolls in HARP (and even Rolemaster for that matter) are open ended unless specifically stated otherwise.

I would thought so too, but in p. 70 it says that most die rolls are percentile instead of open-ended, so that's why I asked.

That's just poorly phrased.
The reference to percentile is that d100 are used almost throughout the entire game (an occasional d10 exists, but generally it is d100 base).  There are other games that rely heavily on d6, d8, d10, d20, etc.

Unless otherwise stated, all rolls are OE.
