 Side Bar:
 I am not an expert but the one martial art that I can think of the uses touches would be akido. In which they use touches to get the target into a poor position so the defender can use there own momentum against them. This style is quite different than other styles and is mainly defensive in nature but the damage they inflict can be severe.
