** Couldn't fine where this came up recently but figured I'd ask again - RM 2 or RMSS rulings **

Any GM's apply a penalty for someone using Martial Arts (Strikes or Sweeps) with one limb unavailable?

We use -20 for an arm unavailable and -50 for a leg.
